Stephen Martinko

Stephen Martinko is the Global Head of Product Public Policy at TikTok, where since 2020 he has helped steer the company through high-stakes challenges that continue to shape international debates on technology, security, and digital governance.
Prior to joining TikTok, Martinko co-chaired the transportation and infrastructure policy practice at the global law firm K&L Gates and advised clients ranging from drone manufacturers to social media platforms. Previously, he served as Executive Director of the Port of Pittsburgh Commission, securing federal approval for a $2.3 billion navigation improvement project and leading strategic initiatives to strengthen operations at one of the nation's busiest inland ports.
Martinko spent more than a decade on Capitol Hill in senior leadership roles, including serving as Deputy Staff Director of the House Transportation and Infrastructure Committee and Chief of Staff to former Chairman Bill Shuster. In Congress, he played a key role in enacting bipartisan legislation across nearly every mode of transportation.
Martinko earned his B.A. with honors from Brown University and his M.A. from the College of International Security Affairs at the National Defense University. He has been recognized by National Journal as one of "Washington's next-generation power players."
