Monica Popp, a founding partner of Marshall & Popp consulting firm, is a prominent strategist in Washington, D.C., with over two decades of policy experience across the legislative and executive branches at both the state and federal levels of government. Her expertise focuses primarily on health care policy, but she has made significant contributions to a range of bipartisan legislative achievements as a senior Republican aide.
Prior to co-founding Marshall & Popp, Monica served as the Chief of Staff to Senate Majority Whip John Cornyn (R-TX). In this capacity, she was the primary strategist for Senator Cornyn, spearheading efforts to implement the legislative priorities of the Senate Republican Conference. Monica was the Whip’s primary liaison to the Senate Majority Leader, bicameral leadership teams, Senate Committees and Member offices, and the Trump Administration. During this tenure, she successfully led numerous whip initiatives to enact key legislation, including the Tax Cuts and Jobs Act.
Before joining Senator Cornyn’s office, Monica served as professional staff to the House Energy & Commerce Committee, where she provided strategic guidance to House Republicans on Medicaid, the Children’s Health Insurance Program, and other key health programs, including Medicare Advantage and the 340B Drug Discount Program. Monica began her Capitol Hill tenure as a health and tax policy advisor to Senator DeMint (R-SC).
Prior to her positions in the legislative branch, Monica was a political appointee within the Bush Administration at the US Department of Health & Human Services where she served in the immediate office of the Secretary as a political aide. Her career in public service commenced in 2005 when she assumed the role of lead federal health advisor to Governor Jeb Bush. She holds a master’s degree in public health from Johns Hopkins University and is an undergraduate of Texas A&M University.
