Quentin Fulks
Principal Deputy Campaign Manager, Biden/Harris & Harris/Walz - Spring '25 Fellow
Quentin Fulks is a nationally recognized campaign manager and political strategist.
Fulks served as the Principal Deputy Campaign Manager for both the Biden/Harris and Harris/Walz 2024 presidential campaigns. Fulks oversaw paid media for the Harris/Walz campaign after President Biden exited the race. Prior to these positions, Fulks was one of the youngest resident fellows in the history of Harvard’s Institute of Politics during the spring of 2023.
Fulks is best known as the architect of the 2022 re-election campaign for Senator Reverend Raphael Warnock in his home state of Georgia, one of the most high profile and expensive Senate races in American history. That campaign resulted in the first Democrat re-elected to the Senate in Georgia since Sam Nunn in 1990, and the first Deep South Democrat in any state to win re-election since 2008.
Prior to leading Warnock’s campaign, Fulks served as Deputy Campaign Manager for Illinois Governor JB Pritzker’s successful 2018 gubernatorial bid, playing an instrumental role in flipping Illinois from red to blue.
After Pritzker’s victory, Fulks served as his senior political advisor. While in this post Fulks founded and led Think Big Illinois, a 501c(4) dedicated to passing progressive policies to invest in and support working families. In 2020, Fulks managed “Vote Yes for Fairness,” a $55 million ballot initiative committee that sought to pass a graduated income tax in Illinois.
Prior to these leadership posts, Fulks graduated from American University with a Master of Public Policy and Political Science and Georgia Southwestern State University with a bachelor’s in political science and sociology. He has served in positions at several national political organizations including the Democratic Congressional Campaign Committee (DCCC), EMILY‘s List and Priorities USA, the leading Democratic Super PAC during the 2016 presidential election.
Originally from South Georgia, Quentin currently lives between Atlanta and Chicago with his chocolate lab, Lincoln (9).
